Terms and Conditions for registering for the Destination Plymouth funded Green Tourism Programme
1. The following information outlines the framework terms and conditions (criteria) for businesses to register for the Destination Plymouth funded Green Tourism scheme.
Businesses must be a tourism, leisure, hospitality, or culture venue* and within the PL1 – PL11 postcode area**
Destination Plymouth, Plymouth Waterfront Partnership, Plymouth City Centre and Plymouth Culture members will be given priority sign-up as part of the first 100 businesses to register for the fully funded year one programme. The first 100 businesses to sign up only will have their accreditation 100% subsidised in year one.
- Year two will be subsidised by 50%.
- Year three will be subsidised by 25%.
While a business can initiate their fully funded membership year at any point before 30th September 2022, the Year 2 membership fees will be due on the anniversary of first joining.
2. Businesses must be able to demonstrate a commitment to sustainable and positive environmental goals. This will be achieved by completion of the Green Tourism accreditation assessment within 12 months, and by following each businesses bespoke Action Plan to implement improvements identified. Once registered we expect businesses to complete the initial process including the assessment to achieve year one accreditation within 12-months. If this is not achieved by the end of year one no further subsidy will be extended to years two and three.
If accreditation is achieved within year one, further subsidies will be provided for years two (50%) and three (25%). Balances will be invoiced from Green Tourism as the date of renewal.
3. *Business types include, but not limited to: transport companies including ferries, buses, coaches, taxis, private cabs, chauffeur / private transfer vehicles, bike hire, boat operators, also museums, theme parks, hotels, guests houses, B&B’s, holiday apartments, and caravan / camping sites, Glamping sites, shore excursion operators operating in Plymouth, tour guides operating in Plymouth, water sports / activities, theatres, entertainment venues, conference venues, cafes, restaurants and bars.
**unless they are an existing member of Destination Plymouth, Plymouth Waterfront Partnership, Plymouth City Centre Company and Plymouth Culture.
4. Businesses are not allowed to reclaim the value of any Green Tourism Programme subsidy if the businesses decide to withdraw from the Green Tourism programme or fail to complete the accreditation process. There is financial value to the process but businesses cannot ‘claw’ back any costs in relation to this. This would include not discounting Destination Plymouth membership or reimbursement of any kind.
5. Where a business is already a member of Green Tourism, or Green Meetings, their next renewal may be funded by Destination Plymouth within year one commencing 30th June 2022.
6. This offer cannot be used in conjunction with any other offer or promotion.
7. Destination Plymouth have the right to use your business name for case studies, marketing, publicity and the right to list your business to use your information and data for our own purpose – please see our GDPR statement.
8. State subsidy control
Destination Plymouth is operating on the basis that the assistance given under the Green Scheme is a public subsidy. It intends to grant this subsidy on the basis that it is part of the recipient's allowance for minimal financial assistance, (sometimes referred to as the "de minimis allowance"): under the rules on subsidy, businesses (including their wider group of connected enterprises) may receive up to 325,000 Special Drawing Rights (approximately £335,000) of minimal financial assistance over a three-year fiscal period.
More information is available about the subsidy control rules at https://www.gov.uk/government/publications/complying-with-the-uks-international-obligations-on-subsidy-control-guidance-for-public-authorities and https://www.gov.uk/government/publications/complying-with-the-uks-international-obligations-on-subsidy-control-guidance-for-public-authorities/technical-guidance-on-the-uks-international-subsidy-control-commitments
You should check whether any grant funding you have received in the last 3 years is awarded as de minimis aid or minimal financial assistance. Most grants for Covid support were not awarded as de minimis aid or minimal financial assistance, in which case you do not need to include them in your calculation for the Green Scheme.
You need to calculate the value of the package that Destination Plymouth is supporting you with through the ‘Green scheme’. You will need this information in order to make the subsidy control declaration in the form below.
*When you have filled in the form below, please remember to print the page using the print icon under the 'submit' button before you submit the form. You will need to keep a copy of this declaration for your records.
Once you have completed the form below you will need to go through and register on the Green Tourism website to complete your application.
